added two checkboxes that take care of removing config, and cleaning up IPAM
made the corresponding steps in the workflow conditional, so they are skipped if unchecked

Also, remove a bunch of flake errors that we are not causing

resolve linting errors flagged by mypy
ignore mypy errors in ipam and _ipam as there modules are scheduled to be reworked at a later point in time
move setup.py functionality into pyproject.toml

* minimum is a minimum again, not a maximum
* amount of interfaces and descriptions of side B is automatically set equal to that of the A side

The input form for creating a new IP trunk is now a three-step process, where side A and B are steps 2 and 3.
It is no longer possible to select the same device for both sides.
