Fix issues with validation workflow schedule

Since we renamed our L3 services, the name of the prefix validation task was also updated. This was not reflected in the email notification task that gathers all failed prefix list validations. Fixes NAT-1165, since this fix will also allow for having multiple validation workflows on a single subscription object.
