Update Kentik handling in router validation and termination
- When removing a device from Kentik, also attempt delimiting the FQDN with underscores if it's a Juniper device.
- When applying an archiving license in Kentik during router termination, send an email to a custom destination to inform external teams.
- When removing a Juniper router, also attempt replacing periods with underscores in the FQDN to find legacy devices.
- When validating a router, check if the router has the appropriate license set if there are L3 services on it.
