ISIS high metric change

According to Neteng the correct "High metric" should be 99k, not 90k.

@karel.vanklink does it make any sense to make 99000 a variable?

That would probably be a good idea yes, to have it either as a constant in the code, or make it part of the oss-params as INSANELY_HIGH_ISIS_METRIC

On a similar note, why go up from 90k to 99k? I feel like we'd be going up from 99k to 110k in another month. Is there any reason not to go to something like 15m immediately?

@karel.vanklink @simone.spinelli Regarding the value of metric itself, it doesn't make any difference, at least for now, either it is 90k, or 99k, or 99999 (would be my preference :)). But, 99k is apparently the current network design choice.

@Aleksandr.Kurbatov would you like me to implement this as a configurable variable in config.json?
