Rename to L3CoreService, and add Copernicus, LHCOne, and GWS as new L3 core services

* Allow for iptrunk validation workflow to be run on those that are still provisioning
* Update test fixture for router to deduplicate code

* Allow for router validation workflow to be run on those that are still provisioning
* Only run validation workflows on the default state "ACTIVE", not all allowed states for a validation workflow to avoid validating provisioning routers

The built-in task_validate_products is now replaced by task_validate_geant_products such that it removes the step that requires us to add modify_note to all products. This workflow is not used by us, and therefore doesn't need to be tested for.
