Automatically skip a playbook execution if the inventory is empty to prevent hangs

- Remove the terminated router from iGEANT/iGEANT6 on all the PEs
- Remove the terminated router from iGEANT_P_ONLY/iGEANT_P_ONLY_6 on all Ps
- Remove router from LibreNMS

Fixed the migration down revision after rebasing with develop and update the code base to make the linter happy.

tt_number is not needed in the `dry` run anyway, and is not supplied
from the `validate_router` workflow.
