All PE-specific templates / vars are already in the common bc_templates folder.
Now with some minor tweaks to the templates and additional is_pe_promotion_wf var (set to "true" in promote_p_to_pe role and "false" in base_config role), all the templates for both roles can be consolidated in one bc_templates folder.
