Feature/comp 276 publisher v2

• create a first version for copying the 2023 survey results to the presentation model ('publisher_v2')
• apparently I also missed the field for the gender equality policy, so add that
• improved the survey management page a bit to show feedback toasts and ensure that you dont click on stuff while the survey is being published
