Feature/comp 116 initial filter mechanism

Created a filter component to select years and nrens and applied it to the funding source and budget pages. NB the funding source page can be used as an example for how to use the filter, the budget page is still a mess and I just hacked the filter in. The filterSelection state is lifted to the top level of the app to keep the filter settings when changing to another page.

changes look good to me, as it's still a work in progress I won't comment on specific items like removing commented code, etc..
