Alfa version of the Helm chart for version 1.7.0

To be considered, if we could already create an alfa version of the Helm chart tailored for 1.7.0 release that is still in progress.

It would include:

• alfa versions of the Docker images with tags 1.7.0-alfa for platform and the portal
• some changes (new values, env variables) related with oidc support
• new version of the init scripts with job specified to run on every upgrade / redeploy

It could be already used in some preliminary tests on QALAB1 for example.

Details to be discussed.
